Earlier this week, Gianluca Di Marzio suggested that the French midfielder is in talks with Arsene Wenger over a move to Arsenal. However it seems Spurs are determined to pip their crosstown rivals to the signing of the Monaco man and have made the first formal offer.
Arsene Wenger realises the importance of signing a powerful defensive midfielder this summer and has been monitoring the likes of Schneiderlin and Kondogbia.
Judging by last season’ performances, Arsenal are a quality striker and defensive midfielder short of mounting a proper title challenger and Wenger is keen to plug the gaps.
Despite Tottenham’ offer, it is believed that Kondogbia will prefer a move to Arsenal, primarily because of the availability of Champions League football.
Further, the lure of working under Arsene Wenger also gives Arsenal an edge when it comes to signing French players.
Both Milan clubs are also interested in the powerful midfielder and are willing to pay upto €30m for the former Sevilla man.
Wenger was thought to be keen on signing Southampton’ Morgan Schneiderlin, but the Saints man seems to be edging closer to Old Trafford and Kondogbia is a perfect alternative.
Monaco have confirmed that Kondgobia will leave for financial reasons and the French outfit are set to hold out for the highest bidder.

Signing Kondogbia would be an amazing coup for Pochettino and Spurs. However it remains to be seen whether they can convince the midfielder to snub the likes of Arsenal and the Milan giants.
